OLG STATEMENT: PHASED APPROACH TO REOPENING ONTARIO CASINOS

The health and safety of casino customers, employees and the host gaming communities remains as always, a priority for the Ontario Lottery and Gaming Corporation (OLG) and its service providers.

OLG supports the safe reopening of casinos; service providers that reopen sites must comply with:

  • A maximum of 50 customers in the gaming establishment at any given time;
  • A requirement that all persons on-site adhere to two metre physical distancing and other safety protocols informed by public health advice; and,
  • No live-dealer table games at this time.

Re-opening is contingent on the casino service providers having a safety plan for each gaming site (which must include mandatory use of masks or face-coverings for customers), reviewed by an appropriate expert and submitted to the regulator, the Alcohol and Gaming Commission of Ontario (AGCO).

Re-opening dates for each casino will be set by the service providers and will be communicated by them. The specific reopening date for each gaming site will vary depending on a site’s readiness and commercial viability to operate under the mandatory restrictions.

When the casinos reopen, customers will also once again have access to on-site PlaySmart Centres. PlaySmart Centres are where customers can get answers to their questions about gambling and find out how to connect with counselling and supports in the community as needed. PlaySmart Centres are operated by the Responsible Gambling Council (RGC) of Ontario.

Working in partnership with the Government of Ontario, its industry partners, and the AGCO, OLG is proud to contribute to the re-opening of the economy with health and safety as a top priority.

Joint Statement AGCO/OLG

Today the Alcohol and Gaming Commission of Ontario (AGCO) announced that it will not enforce the Red Tape Reduction Standards to allow for important discussions between the AGCO and Ontario Lottery and Gaming Corporation (OLG) on the approach to burden reduction in the gaming sector.

The AGCO and OLG remain committed to the reduction of inefficiencies in the gaming sector to help create the requisite environment for all gaming sector participants to thrive while upholding the public interest and respecting commercial value, as well as the distinct roles of each Crown Agency.

For clarity, the current legislative framework and existing commercial contracts will remain in effect.

The AGCO and OLG will work together to provide regular updates to the industry through coordinated communications and anticipate completing this important work by the end of the calendar year.

OLG STATEMENT: PHASED APPROACH TO REOPENING ONTARIO CASINOS AND CHARITABLE GAMING CENTRES

The health and safety of casino customers, employees and the host gaming communities remains as always, a priority for the Ontario Lottery and Gaming Corporation (OLG) and its service providers.

Today, the Government of Ontario announced as part of its Stage 3 re-opening plan, it is permitting certain businesses to re-open in certain regions, including casinos and Charitable Gaming centres, which have been closed since March 16-17, 2020.

The re-opening of these facilities is subject to the following restrictions:

    • A maximum of 50 customers in the gaming establishment at any given time;
    • A requirement that all persons on-site adhere to two metre physical distancing; and,
    • For eligible casinos, no table games at this time.

This Stage 3 re-opening is consistent with the province’s regional approach it took during Stage 2. Eligible casinos and Charitable Gaming centres have been selected on the basis of location and risk, subject to the advice of public health officials.

Eligible casinos include:

    • All casinos in the East Bundle (Kawartha, Belleville, Peterborough and Thousand Islands) and some in the West GTA Bundle (Brantford and Grand River) The service provider for these gaming bundles is Great Canadian Gaming Corporation
    • Most casinos in the Southwest Bundle (Clinton, Hanover, Woodstock, Chatham, London), and all casinos in the North Bundle (Sault Ste. Marie, Sudbury, Thunder Bay) and Central Bundle (Rama and Innisfil).  The service provider for these gaming bundles is Gateway Casinos and Entertainment.
    • Rideau Carleton Casino in Ottawa. The service provider for this gaming bundle is HR Ottawa.

For casinos and Charitable Gaming centres, re-opening is contingent on having a safety plan for the site (which must include mandatory use of masks or face-coverings for customers), reviewed by an appropriate expert and submitted to the regulator, the Alcohol and Gaming Commission of Ontario (AGCO).

Re-opening dates for eligible casino and Charitable Gaming centres will be set by the service providers and communicated by them. The specific reopening date for each gaming site will vary depending on a site’s readiness and commercial viability to operate under the mandatory restrictions.

Working in partnership with Ontario, its industry partners, and the AGCO, OLG is proud to contribute to the re-opening of the economy with health and safety as a top priority.

OLG MAKES FOURTH-QUARTER PAYMENTS TO GAMING SITE HOST COMMUNITIES

SAULT STE. MARIE, ON – Ontario Lottery and Gaming Corporation (OLG) has issued fourth-quarter (January 1 to March 31, 2020) non-tax gaming revenue payments totaling $22,088,992 to 26 communities which currently host gaming facilities.

Acting together on the advice of public health authorities, OLG and its service providers temporarily closed all casinos in Ontario on March 16, 2020. The casino closures remain in effect until it is safe to resume operations.

“During these unprecedented times, we all feel a closer connection to our local communities. Often the biggest impacts are the result of actions we take at the local level to help our neighbors,” said Rod Phillips, Minister of Finance. “These fourth-quarter payments come at a vital time as our partners at all levels of government work together to support people and employers during the COVID-19 pandemic.”

OLG makes payments to host communities under the Municipality Contribution Agreements, using a prescribed formula consistently applied across all sites in Ontario that is based on a graduated scale of gaming revenue at the hosted site or sites. Due to the temporary closure of all gaming sites, this quarter’s payment was impacted by approximately 15 days’ worth of revenue and OLG expects the July 2020 payment will also be impacted.

In the 2019-2020 fiscal year, host communities received a total of $135,403,330.  Life to date, host communities have received more than $1.7 billion in non-tax gaming revenue.

OLG is a crown agency that develops world-class gaming entertainment for the Province of Ontario. Acting in a socially responsible way, OLG conducts and manages land-based gaming facilities; the sale of province-wide lottery games; PlayOLG Internet gaming; and the delivery of bingo and other electronic gaming products at Charitable Gaming Centres. OLG MAKES THIRD-QUARTER PAYMENTS TO GAMING SITE HOST COMMUNITIES

SAULT STE. MARIE, ON – Ontario Lottery and Gaming Corporation (OLG) has issued third-quarter (October 1 to December 31, 2019) non-tax gaming revenue payments totalling $31,254,134 to 25 communities which currently host gaming facilities.

To date, host communities have received more than $1.7 billion in non-tax gaming revenue.

“Host communities support important community programs and services and strengthen their local infrastructure with these gaming revenues,” said Rod Phillips, Ontario Minister of Finance. “OLG’s significant annual proceeds are invested in key government priorities across the province to the benefit of all Ontarians.”

These payments are made under an equitable formula that determines the funds communities receive for hosting a gaming facility and are based on a graduated scale of gaming revenue that is consistent across all sites in Ontario.

OLG provides the Ontario government with its largest source of non-tax revenue from Government Business Enterprises. In 2018-2019, this amounted to $2.47 billion.
