Modernizing Lottery and Gaming in Ontario – Strategic Business Review (PDF)

In a report delivered to the Minister of Finance on March 12, 2012, the Ontario Lottery and Gaming Corporation (OLG) outlined a proposal to modernize lottery and gaming in Ontario.

To achieve this, OLG is focusing on three priorities:

  • Become more customer-focused.
  • Securing qualified service providers for the day-to-day operation of lottery and gaming; and
  • Renewing OLG’s role in the conduct, management and oversight of lottery and gaming.

When OLG’s modernization (including initiatives already underway) is fully implemented, OLG will increase its contribution to the Province by continuing to create jobs and triggering private investment across Ontario.

OLG is conducting a competitive procurement process within the guidelines/regulations mandated by the Government of Ontario for these goods/services.

OLG’s procurement process includes:

Request for Information (RFI), Request for Pre-Qualification (RFPQ), and Request for Proposals (RFP).

The RFI helps OLG gather valuable information from potential service providers.

The RFPQ process helps OLG determine the capacity of an organization or group to provide the day-to-day services for lottery or gaming in Ontario. Interested service provides are asked to submit information on their financial and technical capabilities, including proof of experience with similar projects. The RFPQ process allows OLG to create a list of service providers eligible to receive the RFP documents.
